The financier purchased a smaller island - Little St James - back in 1998, but subsequently obtained the larger adjacent island in 2016 for around $22.5 million.
This visual evidence indicate he had created development schemes to transform the 161-acre island by erecting living quarters, an performance venue, an underwater office and a reservoir.
Marked on the plan is a local waterway, a marine passage in the US Virgin Islands, noted on the lower right-hand corner.
The architectural drawing is covered in handwritten red notes and contains a legend labelling different areas of the land.
Alongside this are what look to be nine other site drawings and engineering blueprints, featuring layouts for boat shelters.
